The Assam State Centre of NIC works hand in hand with the Assam State Government in the areas of information and communication technology to achieve the common dream of a Digital Assam. The State Centre collaborates with the State Government in formulating ICT strategies for an efficient, effective and robust e-Governance eco-system framework for the State.
Since inception, the State Centre has been the ICT-backbone infrastructure for the Government by connecting the offices with the digital world through the NIC network NICNET with as many as 21,240 NICNET nodes – 12,388 in the 21240 State headquarters and 8,900 in the districts. NIC Assam also provides the ultra-high-speed National Knowledge Network (NKN) links to 57 premier educational and research organizations of the State. The State Centre has implemented Next-generation Campus network, WiFi-enabled Assam Secretariat funded by the Secretariat Administration Department which flaunts 430 WiFi access points with security and roaming.
The State Centre provides videoconferencing (VC) facility at various levels of the Assam Government administrative hierarchy right from the office of the Hon’ble Chief Minister to Deputy Commissioners at the district level.
The flagship ePrastuti framework for Standardization of Government Websites has been initiated by NIC, Assam in a bid to optimize and enhance citizen experience in e-Governance participation. The framework has so far been implemented in 206 websites for all 55 Departments and its sub-organizations and 14 District websites. The Assam State Portal has also been brought under the umbrella framework with multifaceted features for the ease of access of the government, citizens, businesses, and visitors.
eOffice maintained by NIC paves the way for accountable and transparent governance with a suite of products to go paperless and streamline process workflows for both intra and inter Government processes. The suite is being used by all the 58 Departments of the Assam Secretariat and is being currently rolled out for a few Directorates and Deputy Commissioner Offices. An ICT solution from NIC, Manav Sampada is also being installed to facilitate the Assam Government in the management of its Human Resources.
The end-to-end Government e-Procurement solution from NIC, GePNlC, enables online publishing of tender documents, corrigendum, downloading of tender documents free of cost, submission of online bids and award of contracts. ServicePlus an integrated e-Service delivery framework by NIC provides an easy-to-use, wizard-like interface to quickly configure and launch any digital service. Assam has delivered several digital services through ServicePlus.
Assam Darpan developed by NIC facilitates the presentation of data on Key Performance Indicators (KPIs) of the flagship schemes and projects of the Government. The framework comprises a CM Dashboard and district wise DM Dashboard which reflects the Government’s performance and achievements for the citizens. The Public Financial Management System (PFMS) by NIC helps in streamlining the flow of funds for Central Sector Projects.
The software solutions for the Public Distribution System in Assam have been developed by NIC. The State Centre hosts and maintains PDS software portals and provides all technical support to bring in efficiency and effectiveness in the system.
Smart Performance Appraisal Report Recording Online Window (SPARROW) developed by NIC is being used by the Assam Government to automate and make online the entire process of performance appraisal of its employees.
The Centre has conceptualized, designed and developed many other ICT based application for the State Government including the digital platforms like e-Courts, Vahan, Sarathi, e-Panchayat, e-Counselling, e-Prison, e-Hospital, e-Procurement, Solid Health Card, Fertilizer, e-Gras, Swachh Bharat, e-Vidhan, PFMS, Rural Employment, Jeevan Pranam, EPDS, Scholarship, MyGov, NKN, Land Records and Service Delivery Platform, etc.
The District Centres of NIC in Assam are collectively the mainstay of achievements and have been the spawning and incubation grounds for new ICT initiatives. The Regional Centre of Excellence for Application Security in Guwahati, Assam established in February 2018 aims at strengthening and accelerating adoption of application security, ensuring security compliance of web applications and server infrastructure across all the North Eastern States.
The State Centre aspires to be the backbone of Assam’s Digital economy and drive re-engineering of government processes to improve service delivery and program implementation process.
